How to do it

Open the shared album
In Photos, open Collections → Shared Albums and choose the album.

Open participant settings
Tap Manage Shared Album, then tap the participant whose permissions you want to change.

Allow photo contributions
Choose Can Add Photos. Use the broader management option only if you intentionally want to grant more control.
When you are done
Done.
