STEPS
How to do it

Open Collections
Tap Collections in Photos.

Open your profile
Tap your Apple Account profile at the top of the screen.

Enable rating controls
Turn on Show Ratings Controls.

Open the item
Open the photo or video you want to rate.

Choose a star rating
Tap the Unrated button, then choose a rating from 1 to 5 stars.
When you are done
Done.
